The Atlantic Coast Pipeline will be funded by taxpayers and operational for 30 year despite the lack of evidence that it is necessary to meet energy needs or that it will create permanent jobs. State laws guarantee Duke Energy the right to a profit for what they build. The more expensive the project, the more profit guaranteed. The profit comes in part by raising rates on captive customers.
